Location: Go through the left Gold Port Gate and go all the way till you reach water. The hat will appear across the bridge on to the right. Build the golden bricks here, then use one of the barrels near this area on the newly created barrel switch to raise the bridge. Keep moving right on the path towards the docks then to the end and use a hammer to fix the gears at the very end of the pier/walkway, the things in the water to the right will surface. Location: Through the right Gold Port Gate. You'll have to keep turning the wheel till the crane grabs the crate like elevator quickly get in the elevator to bring you up to the tower and the hat should be in the middle of the tower.
Finally use the nearby wheel and ride the elevator to get it. Then rebuild the destroyed pieces into an elevator. Once you have 32, rebuild the pieces below the tower into a crate and destroy it. I'm posting this just in case your game gets patch from codes you can get the red hats the normal way without cheat codes. *ALL found in the port area outside of the main story levels.
